The right to nominate the Nobel Peace Prize is reserved to a specific and broad but defined group of qualified persons and institutions worldwide.

The Nobel Peace Prize nominations can only be submitted by certain qualified individuals and groups as specified by the statutes of the Nobel Foundation. Qualified nominators include:

  • Members of national assemblies and governments (cabinet members/ministers) of sovereign states, as well as current heads of state.
  • Members of l’Institut de Droit International.
  • Members of the International Board of the Women’s International League for Peace and Freedom.
  • Members of the International Court of Justice and the Permanent Court of Arbitration in The Hague.
  • University professors, professors emeriti, and associate professors of history, social sciences, law, philosophy, theology, and religion; university rectors and university directors (or equivalents); directors of peace research institutes and foreign policy institutes.
  • Persons who have been awarded the Nobel Peace Prize.
  • Members of the main board of directors (or equivalent) of organizations that have been awarded the Nobel Peace Prize.
  • Current and former members of the Norwegian Nobel Committee.
  • Former advisers to the Norwegian Nobel Committee.

No personal applications are accepted, and nominations submitted by those outside these categories are not considered valid.

In both 2017 and 2018, it appears that someone, presumed to be from the U.S., assumed the identity of a qualified nominator, then submitted a nomination for Donald Trump to be awarded the Nobel Peace Prize for his “vigorous peace through strength ideology.” Those nominations were invalidated.
